Fixed: Count User Reports With No Tags/Custom Fields as "Filled"

We fixed an issue where a user report was not marked as "Filled" unless at least one tag and one custom field were applied in the report. There are cases where a user intentionally does not designate a tag or custom field in a report; therefore, user reports will now be counted as "Filled" even if they do not include at least one tag and one custom field.
