Fixed: Delay in Adding Volunteers to Campaign

We fixed an issue that caused a meaningful delay between adding a new volunteer to a campaign and that volunteer showing up in the campaign's users list.

Now, both new volunteers and new admins added to the campaign should show up in the users list within a minute or two.
